  1. combine water,sugar, milk and vanilla.
  2. In a separate bowl combine all other ingredents.
  3. Pour sugar mixture over oat mixture and press into a 9x13 baking dish.
  4. bake at 350 for 20-25 minutes.
  5. cut into bars.

These are incredibly easy and incredibly good! Used brown sugar, pistachios, and only chocolate chips (instead of cinnamon & chocolate). The only hiccup is that they don't hold together - I may try adding a little more liquid or an egg next time.
