  1. In a large skillet sprayed with butter-flavored cooking spray, brown meat.
  2. Place browned meat in a slow cooker.
  3. Add onion, potatoes, uncooked rice, carrots, and celery.
  4. Mix well to combine.
  5. Stir in tomato juice, tomato soup, black pepper, and parsley flakes.
  6. Cover and cook on low for 6 to 8 hours.
  7. Mix well before serving.
