  1. Scrambly-fry the beef, onion, celery, garlic, and pepper in a non-stick skillet until the beef is no longer pink.
  2. Drain.
  3. Add the mushrooms, saute for 5 minutes.
  4. Dissolve the bouillon powder in the boiling water.
  5. Add to the beef mixture.
  6. Mix well.
  7. Stir in the soy sauce and rice.
  8. Simmer, covered, for 30-40 minutes or until the rice is tender.
