  1. Place water, salt, sugar, pepper and olive oil in sauce pan and bring to a boil.
  2. Remove from heat and add couscous. Cover and let stand for about 7 minutes.
  3. Fold in oranges with juice and fresh herbs.
  4. Let stand 2-3 minutes.
