  1. over 350 degrees.
  2. beat first three ingredients at medium speed
  3. add egg whites one at a time
  4. combine flour cocoa, baking soda and salt stiring well with a whisk.
  5. add flour mixture to sugar mixture alternately with 1/2 cup skim milk beginning and ending with flour mixture after each addition.
  6. spoon batter into 12 muffin cups
  7. bake for 22 minutes.
  8. For FROSTING:
  9. melt butter in heavy saucepan over low heat.
  10. add 1/4 cup splenda 3 tablespoons skim milk and the chocolate.
  11. cook for 3 minutes stirring constantly
  12. remove from heat, cool.
  13. and stir in powdered sugar and vanilla.
