  1. Measure flour, baking powder, chives and salt into a bowl. Cut in shortening thoroughly until mixture looks like meal. Stir in milk.
  2. Drop by spoonfuls onto hot stew (or gravy). Cook, uncovered, for 10 minutes. Cover and cook 20 minutes longer.
