  1. Heat oil in a large ovenproof skillet.
  2. Brown chops; drain.
  3. Remove chops from skillet and sprinkle with salt and pepper.
  4. In the same skillet, add soup, beans, onion, chili powder, and garlic powder.
  5. Place chops over the sauce; cover and bake at 325 degrees for 35 minutes or until tender.
  6. Place a green bell pepper ring on top of each chop and bake, uncovered for 10 minutes.
  7. Serve chops and sauce over hot cooked rice.
