- In a saucepan over medium-high heat, melt butter. Stir in flour and cook, stirring, 1 minute. Season with salt, cayenne, and paprika. Slowly stir in milk and cook, stirring constantly, until sauce bubbles and thickens, about 3 minutes. Add cheese and stir until it melts. Serve immediately over vegetables.
