  1. Sautee onions in oil until soft, add garlic and carrot and cook for 5-8 minutes.
  2. Add ground beef and cook until no longer pink.
  3. Add diced tomatoes, paste and white wine, herbs and seasonings, sugar and salt simmer for 30 mins, stirring occaisonally.
  4. Add milk little by little until desired consistency.
  5. Finally, stir in cheese and serve with favorite pasta.
