  2. cut onions into quarters.

  4. in a skillet, heat the oil and saute the garlic for a bit.
  5. add beef and cook until almost completely cooked.
  6. add onions and stir for a minute.
  7. add the soy sauce mixture and cook until done.
  8. add pepper and stir.
