- In saucepan, combine mushrooms with water and bring to a boil. Remove from heat and let stand 30 minutes. Drain well, reserving liquid.
- In a pot, heat oil. Sauté onions, celery, and carrots until browned, about 5 minutes. Stir in barley until well coated.
- Stir in reserved mushroom liquid and salt and pepper to taste. Bring to a boil. Reduce heat and simmer 20 minutes.
- Chop reserved mushrooms and stir into soup. Simmer until barley is tender.
- Stir in parsley.
