  1. Place sugar in a pot.
  2. Tie the peppercorns, fennel, cloves, cinnamon and anise in a cheesecloth. Place in pot.
  3. Add the soy sauces and water. Bring to a boil.
  4. Add chicken. Reduce. Simmer 20 minutes, stirring often.
  5. Drain. (Can reserve liquid for another use if desired).
  6. Let cool. Remove meat. Shred.
  7. Combine with the honey, vinegar, corstarch and water.
  8. Cover. Chill 6 hours.
  9. Stir fry in a little oil to re-heat.
  10. Serve over rice.
