  1. Combine first 4 ingredients in a large saucepan; bring to a boil. Stir in rice. Reduce heat to medium, and cook 10 mins or until liquid is almost absorbed, stiring occasionally. discard cinnamon stick. Stir in milk, sugar, and rind; bring to a boil over medium heat , stirring frequently. Reduce heat to medium-low, and cook 25 minutes or until mixture thinkens and becomes creamy, stirring frequently. Remove from heat. Stir in golden raisins and vanilla.
