  1. Preheat oven to 400°F, grease muffin cups.
  2. Peel, core apple and grate.
  3. Make spiced sugar by stirring cinnamon and nutmeg into 1 tbs sugar, reserve.
  4. Sift flour, remaining 1/4 cup sugar, baking powder and salt together into mixing bowl.
  5. Mix egg, oil, water and grated apple together.
  6. Stir them all together into dry ingredients, until flour is moistened.
  7. Stir in raisins (if used).
  8. Spoon into muffin cups, and sprinkle top with spiced sugar.
  9. Bake for 15 minutes.
