  1. Spread the refried beans over the bottom of a 9 inch pie plate.
  2. In a small bowl, combine the sour cream, mayonnaise, chili powder and cumin.
  3. Spread this mixture over the beans.
  4. Then sprinkle on the cheddar, scallions, olives, tomatoes and avocados.
  5. Chill until served.
