  1. Heat oil in skillet on medium high heat.
  2. Add steak, cook and stir until lightly browned.
  3. Stir in water, salsa, seasoning mix.
  4. Bring to boil, stir in rice, cover.
  5. Remove from heat, let stand 5 minutes.
  6. Spoon steak mixture evenly onto tortillas, top with cheese.
  7. Fold sides up to enclose.
