    Should I use unsweetened cocoa powder or regular cocoa powder in this recipe?

    Hot chocolate/hot cocoa mix is not cocoa powder; it has added milk powder and sweetener. When a recipe calls for cocoa powder, they mean the pure, unsweetened thing.
