I'm not one of the Food.com Staff (lovingly known as the "elves"), but hopefully I can help answer your question until one of them (probably "Elf Kathy") answers with more info.
If it was my choice, I would say 1 ingredient "IF" (and only if), it was a pre-packaged product that is available to everyone nation wide... but I don't make the rules. If you scroll back thru the thread for the 5FIX contest (starting at page 1), you will see many questions regarding what is acceptable and what is not. I actually posed a similar question regarding packaged items. I was told that if they all come in the same box or bag that it only counts as 1. Now if you had to add anything to the packaged ingredients (such as milk, butter, etc...) then you would have to include those items in the list. But I've seen recipes that say "1 frozen bag of mixed veggies", and it was counted as 1. But the fact that you mentioned packaging at the "deli" or "produce section" (if it doesn't come in a can, bag or box that is readily available to everyone), it would most likely be considered 2 ingredients. (It's kinda like me going to the "olive bar" in the deli section of our local grocery store... where you pay by the pound... but then that would mean I could mix 5 different kinds of olives into 1 container and call it 1 ingredient. "NOPE"! Everyone competing doesn't have that option).
Like I said, you will have to wait for an "elf" to get a correct answer. I'm basing this on what I've learned thru the original thread.
