Yes, that is the way this game works , 2 (4.6...) recipes per tag, 1 for each cuisine.

However, that doesn't mean that you need to make them both at the same time. They can be made in any order that you like as long as they are all completed by the end of the game (Feb 2.

More accurately, 1 tag from each cookbook each time. All tags must be vegetarian. There are NA/ME recipes in the Vegetarian cb that qualify.
