do you think this can be hand mixed? my hand mixer only has a whisk function and not a paddle.

Ok, I read the recipe a few times. I honesly don't see where it says to use that type of mixer. Use your hand mixer, making dough is more about kneading and waiting for it to rise.
I hope they turn out great for you! Recipe looks wonderful!

The recipe assumes you have a stand mixer. But there is no reason not to make it by hand. If you are comfortable making yeast doughs, then just use your normal technique with these ingredients.
If not, here are some instructions.
Take the yeast and sprinkle it over about barely warm water, add 1 tsp of flour, let stand until it gets nice and bubbly.
Melt and cool the butter/shortening. Beat the egg a bit, about like for scrambled eggs.
Stir the bubbly yeast into the milk and the the beaten egg, then finally the melted butter.
Sift together the flour, sugar and salt.
Put about 1/3 of the flour mix into the bowl, pour in half the liquid, and stir together a few minutes with a heavy spoon. Add another 1/3 of the flour mix, then the rest of the liquid and stir some more.
When you add the last part of the flour, you may find it easier to mix with your hands. When it's more or less combines, turn out onto a floured or oiled surface, and knead until it's smooth. (I use a lightly oiled surface to avoid adding more flour).
Form into a ball, place in a greased bowl, turn the ball to grease the top, cover and let rise.
