Admittedly, I have a problem. I ALWAYS have more ideas than I have time for!
But I am a school nurse and I can tell that things are getting "harder" out there for some of my families. I am thinking of making a cookbook of simple, lower cost recipes that are easy to make and yet nutritious and child friendly. I will then put them into a cookbook, "Making the Most of a Little" and link to the cookbook from my school nurse web page.
Criteria:
Simple
tasty
kid friendly
no exotic ingredients
relatively short ingredient list
May beckon a parent who has not cooked a lot to cook a little more
Good enough that I would want to cook it and eat (not to challenging since I eat anything)
Some consideration given to recipes that use less expensive, high nutrition products like beans, rice and grains.

submitted by Li at cd kitchens(I can not seem to get it through because it is only estimated but it is another way to use up pantry spinach
1 pkg. manicotti pasta or jumbo shells, precooked
1 15 oz pasta sauce from a can
1 container fat free ricotta cheese
herbs of your choice, oregano,basil,parsley
1 egg white
1 can spinach, drained and squeezed till barely moist
2 cups fat free mozzarella cheese-this did not state an exact amount-I am estamating only
precook pasta till almost done,pasta should still be a little firm
drain and let cool
in bowl, mix ricotta,spinach and egg white with half the mozzarella cheese-mixture should not be runny; if it is add more mozzarella cheese
add 3 tbsp pasta sauce to above cheese mixture and your choice spices
when pasta is cool stuff with the mixture
place in baking dish sprayed with pam
top with remaining pasta sauce
sprinkle with remaing cheese
bake 30 minutes or till cheese melts

Wow! I am impressed and overwhelmed with the response to this posting. Obviously a lot of people are seeing this in their communities.
I have some notions about what lower income families may cope with in their kitchens and I want to test some of them with some of you that are obviously already thinking a lot about this.
Now I am hoping that families of all varieties may seek this web site so I am not trying to limit my thinking or stereotype anyone. But these are some of my thoughts about low income kitchens:
Limited spices or seasonings--but surely everyone has salt, pepper, chili powder, cinnamon, italian seasoning. Right or wrong?
Limited cooking capacity--maybe just a stove top or an oven. Less likely to have a microwave. May not have a lot of different cookware. May or may not have measuring spoons and cups. People who cook generally have a refrigerator. (life is much harder when they don't.) Right or wrong?
Limited access to staples--flour, sugar, salt, baking soda and powder. If they bake, more likely to rely on pre-mixes? This one is a little confounding. You can add considerably to nutrition by being able to make biscuits or a loaf of bread but may not have skills or bakeware. Right or wrong?
Finally, I appreciated the posting above about canned tuna and salmon. Our community does an annual food drive and many many cans of tuna are requested. When I worked with younger families, "meat" often meant hamburger or hot dogs. My mom could make a chicken go far. OBviously some people would not know how to cut up a chicken but do you think that's more or less common? My grocery store markets soup bones. Do low income folks know how to use soup bones or are they brought by people like me that know that soup bones can give you a great broth?
Just picking people's brains.

Well I am on a fixed income for a few years now because of a severe disability and I have supplemented my income by babysitting kids either in my home or theirs. Many of the kids parents were recovering from alcohol/drug problems. In there kitchens, most have basic equipment like measuring cups, bowls and all have microwaves-as many of them know how to use these better than an oven. Alot do not have bread machines. But over time, they seem to pick up more at Salvation Army stores.Baking powder, spices can be bought at Dollar stores now so most of them have them...it is things like meat, milk, cheese, fresh fruit/veggies that the kids are doing without.And I have many times taken money out of my pockets to help these kids with food and I charge the parents a lot less than other babysitters because I know what it is really like to raise a family on nothing especially after once having a good paycheck.But you are right, most do not have the skills to make bread and many do not have the time if they have to work
ready programs or job training seminars.And most do eat hamburger, hotdogs, spaghetti and chicken leg quarters.Chicken fingers and fish sticks are popular too. Parents from many different circumstances like welfare/disability/low income or one parent only works so that they can stay home with their children are finding it hard to tell their kids there isn't enough to have seconds or invite their friends over after school.

Most of the young people that I have babysat for do not own food processors, george foreman grills, rice makers, icecream/yogurt makers,meat slicers,canning equipment but most have hand held mixmasters, crockpots and occasionally deep fryers and blenders.
It might be a good idea at the end of the cookbook to include handy hints. As an example, that they can cut porklion when it goes on sale to make their own porkchops, roasts or stirfries.Use up for kabobs or soulvaki for pieces too small to serve. Beef, on sale, can make beef tips, stew or small steak portions that might need to be marinated to make tender.Meatballs with tomato products or donated jelly
