Wasser is water. Ol is oil So you need 3 tbl of water and 3 tbl of oil. No vinegar needed.

I have those same packets and ordered them from a German Deli. Site.
It is a very light nice dressing, like my mother used to make from scratch
One thing no one over here seems to do and that is to add lots of fresh herbs to a vinegar/oil dressing.
My mother always made the dressing in the bottom of the salad bowl first.
Vinegar, oil, salt ,pepper, a little sugar, lots of parsley and chives and fresh dill. Yum. Now place your greens on top(we always had Boston/Butter lettuce or leaf lettuce Toss when ready to serve..

Wasser is water, so the dressing does have water
