    The recipe does not mention how to make the chocolate layer. Is it just a bag of melted chocolate chips?

    The recipe is only for the white bark. Chocolate chips are not the best melting chocolate, being formulated to hold their shape when heated. If the chocolate layer is something you see in a photograph, contact the person who submitted the photo to see what they did.
