Anyone know of any good cake decorating online resources? I am interested in improving my cake decorating skills but need to do it on my own time and on a $0 budget.

The only trouble is that manufacturers [eg BC, DH] are in the proces of reducing the weight of their cake mixes and rejigging their formulae.
Users of straight cake mixes have cited textural and structural differences to the baked product. The jury is still out as to how it will/does affect doctored cake mix recipes like the WASC.

It can be hard when starting out as you need quite a bit of equipment. However, most of the equipment can then be used for years to come if it is something that you enjoy and choose to continue.
There are many household items though that can be used as tools and cutters to start off with.
For instance, a bamboo skewer can be used for frilling, a garlic press can be used for hair or grass and a smooth tile can be used as a non-stick board!
