If it has no rancid odor, and no creepy bugs living in the container, I'd use it!

I agree. The germ is not present in white cake flour, so it should not go rancid.

As long as it's stored properly (i.e., in an air-tight, moisture-proof, bug-proof container), flour lasts indefinitely. My personal rule of thumb has always been to discard it after three years.
Whole wheat flour is a different story. It has a relatively short shelf life, which can be extended by refrigeration, but should still be used within a couple of months.

No worries on the whole wheat flour. Unlike white flour, it will turn rancid, but as long as it looks and smells okay, it's probably fine. It just won't last indefinitely.
As for cake ideas, as far as my family is concerned, Devil's food, German chocolate, lemon and especially coconut are always good options. I'd have to say a Devil's food cake with a coconut filling and frosting is the hands-down winner, though!
